The Ministry has updated and released the second edition of "The Agricultural Quarantine Manual for Importers and Exporters" in order to redefine the most important conditions and procedures that must be observed by importers and exporters before importing or exporting any agricultural consignment to avoid falling into the penalties that could lead to the rejection of the imported consignment or not to issue an agricultural health certificate for an exported consignment; resulting in financial damages and blockage of the trade movement between countries.
The Ministry stated that the manual contains nine sections which provide information about the conditions and the procedures for importing or exporting agricultural consignments. The first section addresses the import of plants and plant products, while the second part addresses the general conditions of imported seedlings of citrus, mango, banana, banana textured seedlings, fruits and ornamental plants, palms, palm tissue cultured seedlings, bouquet flowers, plants prohibted, in addition to the general requirements for the import of seeds, seeds supplements, and the conditions for importing timber. In addition, it specifies the conditions for plants and the products that are subject for quarantine procedures that includes specifications for imported seedlings, and the general condition for the import of fruit seedlings and ornamental plants. The third section addresses fertilizers and soil improvers that are allowed to be imported .
The fourth section of the manual addresses the conditions of importing pesticides, the restrictive conditions for importing pesticides, and the conditions of the release of pesticides and shipment labeling and sanctions. The fifth section explains the conditions of importing honey bees, while the sixth section explains the terms of plants export and their products .The seventh section refers to the Federal Law 11 (2002), concerning the regulation and control of trade in endangered animals and plants that are threatened with extinction, and the Convention on International Trade in Endangered Species known as CITES .The eighth section addresses the regulatory requirements for the exhibition of plants and their products, the different kinds of fertilizers, animal and plant pesticides, agricultural equipment in agricultural exhibitions, and the ninth and final section has a list of federal laws governing agricultural quarantine .
