Register Ownership of Species Listed in CITES Appendices

About the Service

Through this service you can register the live animal and plant species and their derivatives that listed in CITES convention appendices for the species imported or for the species breed in UAE and include it in the customer's account in the electronic system


Service Process

  1. Fill out the electronic form
  2. Review the application and complete the procedures electronically
  3. The species registered and added to customer account balance electronically

Required Documents

Ownership registration of specimens of species listed in the CITES Appendices is recorded in the Ministry’s database according to the following cases and requirements:

1. For the registration of live captive-bred specimens by licensed breeding centres or nurseries in the country:

    • A breeding certificate (breeding certificate sample) including the following details:
      • Scientific name of the species, genus, date of birth, and identification mark.
      • Parental details including Scientific name of the species, gender, identification mark, and the reference numbers of origin documents for both parents, including a CITES certificate, falcon passport, or an ownership or a transfer certificate or a phytosanitary certificate.
      • Plant species are exempt from the requirement to include gender, date of birth, and identification method.
    • CITES import certificates for the parents, with completed clearance procedures, or falcon passport, or an ownership or a transfer certificate, or phytosanitary certificate.


    2. For the registration of live captive-bred specimens by individuals:

      • A medical report for live animal species that includes the scientific name of the species, gender, date of birth, and identification mark.
      • CITES import certificates for the parents, with completed clearance procedures, or falcon passport, or ownership or transfer certificate, or phytosanitary certificate.


      3. For the registration of non-live specimens including products or derivatives:

        • A CITES import certificate with completed clearance procedures, or an ownership or a transfer certificate, or a phytosanitary certificate.


        4. For the registration of specimens owned prior to the listing of the species in the CITES Appendices:

          • Proof of legal possession of the specimen prior to its listing under CITES.


          5. For the registration of live specimens, their products, or derivatives imported before the launch of the Ministry’s electronic services (before 2018):

            • A CITES import certificate with completed clearance procedures.


            6. For the registration of specimens without any available documentation:

              • Submit a registration request along with an explanation of the reasons for the unavailability of the required documents and provide evidence supporting the legal possession of the specimens.
              • Supporting documents may include:
                • CITES certificate.
                • Purchase invoice.
                • Photographs.
                • Medical report for live animal species including the scientific name of the species, gender, date of birth, and identification mark.
                •  Any other documents that support the evaluation and registration process.
              • The Ministry will study and evaluate the application, and accordingly decide on whether to approve the registration of the specimen or not.

                    Conditions & Requirements

                    1. The customer must have an account in the Ministry electronic system.
                    2. The ownership registration document is intended for local use and does not replace the issuance of a CITES certificate when transporting the specimen outside the UAE.
                    3. The live captive-bred specimen must be identified using a mean appropriate to its taxonomic group, such as a ring for birds, a microchip, or an ear tag for other animal species.
                    4. Medical reports must be issued by veterinary hospitals or clinics that are accredited and licensed by the Ministry.
                    5. If the specimens are manufactured from species already registered in the Ministry’s records, the quantity used in manufacturing will be deducted from the applicant’s registered balance.
                    6. The Ministry reserves the right to request any additional documents to support the evaluation and registration process.
                    7. The applicant is responsible for the accuracy and correctness of the submitted data. If any discrepancies are found, the application will be rejected.
                    8. An inspection visit will be conducted to ensure that customers comply with the standards and requirements, if necessary.
                    9. Failure to comply with the requirements and conditions will result in the rejection of the registration application.
