Reducing the risk of biological agents is considered the most important pillars for achieving the biological biosecurity of the state, as it will prevent the state to tolerate the consequences of these risks and its gross impacts and which may extend its influence over a long period of time or can cause effects permanently.
Three major locations where the work should be distributed in dealing with the danger, are namely:

- Post-Border Stage

Detection of biological hazards operations is the first step in dealing with these risks through programs and Survey systems in place depending on the risk register with the authorities or information from inside or outside the country for a possible biological risk

for handling of biological incidents and threats
Due to the availability of biological agents and the possibility of transformation of these factors across borders can cause accident and emergency for many countries across the globe, the building of response resources in dealing with this potential accident is absolutely necessary for the protection of the state, including the population and wealth of animal and plant, diversity of environmental from the biological hazards effect.
The strength and efficiency of the responses lies in the presence of the plans and its potential to deal with the danger and provide the potential and capacity to implement the plans
